Service of secretary of the Security Council

"Regulations on the service of the Secretary of the Security Council of the Republic of Azerbaijan" was approved by the Decree of the President of the Republic of Azerbaijan No. 829 dated September 11, 2019.

The Service of the Secretary of the Security Council of the Republic of Azerbaijan is a state body of the highest category that provides organizational and information-analytical support to the activities of the Security Council.

The Service of the Secretary of the Security Council is directly subordinate to the President of the Republic of Azerbaijan.

The main functions of the Service of the Security Council Secretary are as follows:

  • takes measures to ensure the work of the Security Council and the activities of the Secretary of the Security Council;
  • carries out activities aimed at ensuring national security, defense capabilities of the state, investigation and analysis of internal and external security issues, preparation of appropriate information and proposals;
  • monitors the implementation of issues arising from the laws of the Republic of Azerbaijan, decrees and orders of the President of the Republic of Azerbaijan related to ensuring national security in the country;
  • carries out scientific, informational and analytical work on the state of national security in the Republic of Azerbaijan.

The Secretary of the Security Council performs the following duties in accordance with the functios:

conducts research, analysis and prepares appropriate proposals on determining the main directions of foreign and internal security of the state, as well as forecasting, detection, assessment, prevention and suppression of threats to national security;

  • takes part in the preparation of materials for international events with the participation of the President of the Republic of Azerbaijan on issues of national security, including external and internal security and defense matters;
  • takes part in the preparation of draft laws of the Republic of Azerbaijan, decrees and orders of the President of the Republic of Azerbaijan on national security issues;
  • prepares information and analytical materials on ensuring national security, as well as protection of the constitutional structure, sovereignty, independence and territorial integrity of the state, the state of internal security and socio-political stability in the country;
  • takes measures to organize scientific research in the field of national security based on instructions of the Secretary of the Security Council;
  • ensures the preparation of the annual report of the Secretary of the Security Council on the state of national security in the Republic of Azerbaijan;
  • ensures the preparation and holding of the Security Council meetings, as well as visits, consultations and other events related to the activities of the Security Council;
  • reviews, summarizes and prepares for submission to the Secretary of the Security Council the information and proposals received from state and local self-government bodies;
  • implements orders, directives and instructions of the Secretary of the Security Council.

The structure of the Service of the Secretary of the Security Council and the number of employees are determined by the President of the Republic of Azerbaijan.

The Secretary of the Security Council is headed by the Secretary of the Security Council, who is appointed and dismissed by the President of the Republic of Azerbaijan and is directly subordinate to the President of the Republic of Azerbaijan.
